AMENDED 8/20/14

WHEREAS, the City of Saint Paul finds that the use of roll-off dumpsters, also known as hook-lift containers, present potential health and safety concerns to the community; and

WHEREAS, these health and safety concerns relate to location of the roll-off dumpster with the City's right of way, dumpster maintenance and dumpster movement in accordance with the City's parking regulations; and

WHEREAS, health and safety concerns also arise from the misuse of roll-off dumpsters with regard to placement of hazardous materials into a dumpster - whether its use for construction or non-construction materials and debris; and

WHEREAS, effective signage on dumpsters will alert the community at large, roll-off dumpster companies and the users of roll-off dumpsters of safety and health requirements; and

WHEREAS, placement of dumpsters in the City's right of way can cause dangerous conditions for motorists and bicyclists; and

WHEREAS, a revised fee structure for the use of roll-off dumpsters will encourage efficient use of the City's rights of way; now, therefore, be it

RESOLVED, that the Saint Paul City Council adopts the policies and practices described in the attachment to this resolution; and

RESOLVED, that the Saint Paul City Council adopts the following fee structure, effective January 15 1, 2015 for placement of dumpsters, container and storage units in the City's right of way:

$7 per day for non-downtown place for January 2015 first 30 days in the right-of-way;
$10 per day for non-downtown place for February through May 2015 next 90 days in the right-of-way (days 31-120);
$15 per day for non-downtown place for June 2015 moving forward 121 days or longer;
$14 per day for non-metered downtown streets; and

RESOLVED, that these policies shall be updated from time to time provided notice is given to the City Council at least 60 ...
