Title
Amending the financing and spending plans in the Department of Public Works in the amount of $999,738 from close-out of projects and transfer of appropriation to finance the 2014 Street Repair Plan Project.

Body
WHEREAS, the Department of Public Works has recommended the transfer of these funds and the re-prioritization of their operating budget to provide additional resources for milling and overlaying City streets; and

WHEREAS, the streets to be milled and overlaid include but are not limited to, Cretin - I94 to Marshall, Cretin Ave - Summit to Ford Pkwy; Eustis St. - 280 off ramp to I94 on ramp, including Franklin; 11th St. - St. Peter to Jackson; Fairview Ave - Shields to Summit; Grand Ave - 35E to 7th Street; Hamline Ave - University to Selby; Hamline Ave - Portland to Grand; Hamline Ave - St. Clair to Randolph; Johnson Pkwy - Minnehaha to I94; Lafayette Rd - 7th to Grove; Rice/12th - University to Wabasha/St. Peter; Wabasha St - 6th to 7th; Wheelock Pkwy - Edgerton to Arcade; and

WHEREAS, these projects have been chosen in priority order by considering the Pavement Condition Index and Average Daily Traffic of each street; and

WHEREAS, these funds would come from the following projects:
$793,000 closeout of the 2011, 2012, 2013 and 2014 Bridge Enhancement program, and $62,738 closeout of the 2008 and 2009 Safe Routes to Schools program, and
$126,000 transfer of appropriation from 2014 Bike, Pedestrian and Traffic Safety Program, and
$18,000 transfer of appropriation from 2014 Citywide Stairway Program; and $1,000,000 by re-prioritizing the street maintenance work program; and

WHEREAS, this transfer will result in a closeout and reduction in the programs that the funding is being transferred from; and

WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there are available for transfer funds of $999,738; so
