Authorizing the Department of Parks and Recreation to accept second round youth employment grant funds from DEED in the amount of $450,000 and to indemnify and hold the State of Minnesota harmless in the performance of the contract related to the grant funds.
Body
WHEREAS, The Parks and Recreation Department is prepared to accept second round grant funds from the State of Minnesota through the Department of Employment and Economic Development for the City's youth employment program (Right Track), and the City Council previously authorized the Department to enter into the grant agreement; and
WHEREAS, the mission of the Right Track youth employment program is to connect Saint Paul youth and young adults with meaningful training, work and career exploration opportunities so they are prepared to thrive and prosper; and
WHEREAS, City departments and more than 20 community agencies have agreed to partner with Parks and Recreation to provide high quality youth development and work experiences for some 500 teens; and
WHEREAS, the City has a huge unmet need for meaningful youth workforce opportunities; and
WHEREAS, accepting the funds from DEED requires that the City indemnify and hold the State of Minnesota harmless from any claims arising from the performance of the grant contract; and
WHEREAS, the City Council finds that the Right Track program has a public purpose and that the expenditure of money through the promise of indemnification furthers that purpose; now, therefore, be it
RESOLVED, that the City Council of Saint Paul hereby authorizes the Parks and Recreation Department to accept second round youth employment grant funds from DEED in the amount of $450,000 and to indemnify and hold the State of Minnesota harmless in the performance of the contract related to the grant funds.
