Approving the acceptance of FTA-assisted grant funds, entering into an agreement with the Metropolitan Council, and amending the 2013 budget to create development design guidelines for the Central Station (Green line) block, and to revise and update the Lowertown Historic District Design Review Guidelines.
Body
WHEREAS, the Programmatic Agreement (June 15, 2009) regarding the construction of the Central Corridor Light Rail Transit Project stipulates that the Metropolitan Council will develop design guidelines for the Downtown Central Station block and update design review guidelines for the Lowertown Historic District; and
WHEREAS, the Metropolitan Council approved FTA (Federal Transit Adminstration)-assisted funds of $93,500 for the 2013 fiscal year for this purpose; and
WHEREAS, the Metropolitan Council, in consultation with City staff, determined that it is preferable for City staff to oversee this work, since the City will be most directly responsible for implementing the results of the two efforts; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $93,500 in funds are available for appropriation in excess of those estimated in the 2013 budget and recommends the changes to the 2013 budget identified on Attachment A:
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul accepts this grant and approves the changes identified on Attachment A to the 2013 budget.
