It appears as if both 1668 and 1674 are on the same PIN. However, only 1668 is required to have a C of O. In the previous case, it looked like DSI and the owner agreed to this, and the matter was withdrawn.

WHEREAS, in the matter of Susan Clarin to a Fire Certificate of Occupancy Revocation and Order to Vacate at 1674 MARION STREET, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant the appeal to be out of the Fire C of O Program and Vacant Building Program; grant until May 1, 2013 for the exterior items (Items 2, 3, 4, 5, 6, 7, and 9) to come into compliance with the exception of the painting (Item 1) which is granted until June 1, 2013; and withdraw Items 8, 10, 11 and 12 from the Order; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
