Approving a new 25-year agreement for the management and maintenance of the City Hall / Court House property.

WHEREAS, on February 16, 1988 the Board of Commissioners of the County of Ramsey ("County") adopted Res 88-079 to approve the "CHCH Operations and Management Agreement" ("Original Agreement") that provided for the management and maintenance of the Saint Paul City Hall/Ramsey County Court House ("CH/CH") over the next 25 years; and
WHEREAS, on February 23, 1988 the Council the City of Saint Paul ("City") adopted Council File No. 88-224 to approve said Original Agreement; and
WHEREAS, on January 1, 2007 the City and County amended the Original Agreement to establish an Internal Service Fund to account for the operations of the CH/CH; and
WHEREAS, the Original Agreement and its amendment ("Current Agreement") will expire on March 15, 2013; and
WHEREAS, City and County staff have determined that it is in the best interests of the parties for the County to continue to manage, maintain and operate the CH/CH, as overseen and directed by the County's Property Management Department; and that the cost of managing the facility should continue to be divided between the City and County, based upon each party's occupied space in the CH/CH building; and
WHEREAS, City and County staff, in consultation with the Courts, have prepared an "Agreement between the City of Saint Paul and the County of Ramsey for the Management of the City Hall/Court House," attached hereto as Exhibit A ("New Agreement"), that includes no substantive changes from the Current Agreement; and
WHEREAS, the Office of Financial Services - Real Estate Section and Office of City Attorney recommend approval of the New Agreement; and
WHEREAS, on February 26, 2013 the County's Board of Commissioners approved said New Agreement; now, therefore be it
