Preliminary Order setting a date of public hearing for February 6, 2013 for the 2013 Residential Street Vitality Project (2013 RSVP).

In the Matter of approving the construction of the 2013 Residential Street Vitality Project, by constructing new bituminous surfaced streets with concrete curb and gutter, concrete driveway aprons and outwalks, and boulevards landscaped with sod and trees. Replace existing wood pole lighting with a new lantern style street lighting system and doing all other necessary work to complete said project. Also, the appropriate storm and sanitary sewer main repairs will be made, lead water services in the right-of-way will be replaced, and storm and sanitary connections will be made at the request of the affected property owners.
 
Special attention will be paid to bringing existing pedestrian ramps up to ADA standards and public art will be included in each project per the City's Public Art Ordinance as it applies to Street Improvement Bonds.
 
The streets to be improved are as follows: See attached reports for project areas and affected streets.
The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, and having considered said report, hereby resolves:
1. That the said report and the same is hereby approved with no alternatives, and that the estimated cost thereof is $14,383,008.00, financed by Street Improvement Bonds, Stormwater Quality Improvement funds, Saint Paul Regional Water Services funding, and Major Sewer Repair funds.
2. That a public hearing be had on said improvement on the 6th day of February, 2013, at 5:30 p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.
