Title
Authorizing the Department of Parks and Recreation to apply for cost-share funding through the Ramsey Conservation District (RCD) and the Ramsey-Washington Metro Watershed District (RWMWD) to implement habitat restoration and stormwater control measures along the Round Lake lakeshore and at the Phalen golf course and, if successful, enter into agreements providing indemnification for the RCD and the RWMWD.
Body
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, is eligible to receive an estimated $80,000 in cooperative cost-share funding between the Ramsey Conservation District (RCD) and the Ramsey-Washington Metro Watershed District (RWMWD); and
WHEREAS, projects including erosion and sediment control, native habitat restoration, and stormwater control measures are eligible for cost-share funding through the reimbursement of materials and contractor costs; and
WHEREAS, Parks and Recreation has identified projects along the Round Lake lakeshore and at the Phalen golf course meeting these criteria; and
WHEREAS, the grant agreements require that the grantee indemnify the district its agents and employees from any claims or causes of action arising from performance of the grant agreement; and
WHEREAS, the Saint Paul City Council finds that accepting these grant funds will allow Parks and Recreation to fulfill ecological principles of habitat restoration and that the expenditure of public funds, which includes the promise of indemnification, for such a purpose will facilitate and enable it to take place; now, therefore, be it
RESOLVED, that the Mayor and the proper city officials are hereby authorized to seek cost-share funding and enter into agreements with the RCD and the RWMWD, which include an indemnification clause, to accept the funds on behalf of the City.
