WHEREAS on November 19, 2010 the Planning Commission initiated a small area plan and 40-acre zoning study for property along E 7th Street in Districts 4 and 5 and established a neighborhood task force ("Task Force") to develop a plan and study, and make recommendations regarding their adoption; and

WHEREAS, the area of the study includes all parcels within 150 feet of East Seventh Street between Maria and Johnson Parkway, as well as the areas known as the Brewery Neighborhood, Phalen-Atlantic Triangle and Beacon Bluff; and

WHEREAS, the Task Force prepared a small area plan and 40-acre zoning study entitled Near East Side Roadmap and submitted to the City for consideration and adoption as an addendum to the Saint Paul Comprehensive Plan; and

WHEREAS, the Near East Side Roadmap was reviewed by affected City departments for consistency with City policies as well as the City's adopted Comprehensive Plan; and

WHEREAS, following a duly noticed public hearing conducted on May 18, 2012 the Planning Commission, on August 10, 2012 recommended adoption of the Near East Side Roadmap as an addendum to the Saint Paul Comprehensive Plan, and forwarded its recommendation to the Mayor and City Council; and

WHEREAS, on September 19, following a duly noticed public hearing conducted before the Saint Paul City Council at which all interested parties were afforded the opportunity to be heard, the Council considered the recommendations, facts, and hearing testimony regarding the Near East Side Roadmap, pursuant to the authority and procedures set forth under the state's Municipal Planning Act and Metropolitan Land Planning Act; NOW

THEREFORE, BE IT RESOLVED, that the City Council hereby adopts the Near East Side Roadmap as an addendum to the Saint Paul Comprehensive Plan, contingent upon its review by the Metropolitan Council and affected jurisdictions as required by M...
