Approving adverse action against the Taxicab Vehicle license held by Said Abdi Ali, d/b/a Midwest Star Taxi; and the Taxicab Driver license held by Said Abdi Ali, d/b/a Said Abdi Ali.

WHEREAS, adverse action was taken against the Taxicab Vehicle license held by Said Abdi Ali d/b/a Midwest Star Taxi (License ID #20120000967) and Taxicab Driver license held by Said Abdi Ali d/b/a Said Abdi Ali (License ID #20090003184) for the City of Saint Paul by Notice of Violation dated June 14, 2012, alleging that on April 25, 2012, the licensee was cited by Saint Paul Police for Operating without a City License and Illegal Soliciting Fares (Citation #620900117375) in violation of Saint Paul Legislative Code
ยง 376.16 (a); and
WHEREAS, the licensing office combined both licenses into one adverse action and recommended a $500.00 matrix penalty; and
WHEREAS, the licensee called the City Attorney's Office regarding the Notice of Violation to state that he would not pay the $500.00 matrix penalty and then refused to request a public or administrative hearing; and
WHEREAS, the Notice of Violation stated that if the licensee failed to pay the $500.00 matrix penalty or request for a hearing by June 25, 2012, that the matter would be placed on the consent agenda to impose the recommended penalty; now, therefore, be it
RESOLVED, that the Taxicab Vehicle license held by Said Abdi Ali d/b/a Midwest Star Taxi and Taxicab Driver license held by Said Abdi Ali d/b/a Said Abdi Ali are hereby ordered to pay a total matrix penalty of $500.00 for operating his taxicab soliciting fares without the appropriate license. Payment of such penalty shall be made within thirty (30) days of the date of the adoption of this resolution.
