Authorizing the Department of Parks and Recreation to accept a grant in the amount of $143,000 from the Minnesota State Arts Board and indemnify and hold them harmless for the purpose of partnering with the East Side Arts Council, COMPAS, and Juxtaposition Arts to bring professional artists in as workshop instructors for recreation center programs.

WHEREAS, the Department of Parks and Recreation was awarded $143,000 in grant funds from the Minnesota State Arts Board Arts Learning program for the purpose of partnering with the East Side Arts Council, COMPAS, and Juxtaposition Arts to bring professional artists in as workshop instructors for rec center youth programs; and

WHEREAS, the contract requires the City to indemnify the State of Minnesota, the Board, its agents, and employees from any and all claims or causes of action arising from or relating in anyway to the grant activities by the City or City's agents or employees; and

WHEREAS, the goals for the grant are as follows: Dramatically expand the number and quality of community-based out-of-school time arts learning opportunities available to St. Paul youth in grades K-12; Address cost and transportation barriers to high quality arts opportunities by offering free learning opportunities at neighborhood recreation centers across the city; Engage 1,560 youth, most of color and from low-income communities, in high quality arts learning experiences; and Support St. Paul's framework for youth success by providing opportunities for youth to become learners and contributors in the arts; and

WHEREAS, the Council of the City of Saint Paul finds that the expenditure of funds, which includes a promise of indemnification, for the purpose of receiving the grant and achieving these goals has a public purpose; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul authorizes the appropriate city officials to enter into the grant agreement with the Minnesota State Arts Board.
