Title
Amending the financing and spending plan in the Capital Improvement Budget (CIB) for the Department of Public Works to realign revenues and spending to approved projects where needed.

Body
WHEREAS, the Department of Public Works will be constructing the Lexington Parkway Bikeway and Bridges project in 2012 originally approved on Council File # 09-1638 and known SU-5502342. Bids for the project came in higher than originally estimated due in part to having to redesign some structural elements of the project, and
WHEREAS, the Department of Public Works will also be constructing the redesign of the intersection of John Ireland Boulevard and Kellogg Boulevard in 2012 originally approved on Council File # 09-1378 and known as SU-5501881. The estimate for this project has increased since being approved back in 2009, and
WHEREAS, the bids for the Minnehaha Avenue Reconstruction Project from Prior to Fairview were recently opened and came in much lower than the original estimate due in larger part to the existing lighting system remaining in place, and

WHEREAS, the Department proposes to transfer the Municipal State Aid (MSA) cost savings from the Minnehaha Avenue Reconstruction Project and some 2011 MSA Contingency funds in order to completely fund the Lexington Parkway Bikeway and Bridges Project and the John Ireland and Kellogg Boulevard Intersection Improvements Project, and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $650,000 in the Capital Improvement Budgets; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $650,000 is available for appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the particulars as specified in...
