Resolution Authorizing Grant of Easement to District Cooling St. Paul Inc. Across the Robert Street Parking Ramp, 95 East 7th Street, Downtown, District 17 Area

Body

WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul,

Minnesota ("HRA") has duly adopted and there is now lawfully in effect a City-Wide

Redevelopment Plan providing for the acquisition, rehabilitation and resale of properties

for redevelopment of which Downtown District 17 Area is a part; and

WHEREAS, the Robert Street Parking Ramp property at 95 East 7th Street (the "HRA

Property") owned by the HRA, is located in Downtown District 17; and

WHEREAS, District Energy St. Paul has been asked to provide cooling services to 81 on

7th which is already a heating customer of District Energy and in order to reach 81 on 7th

in the most cost-effective manner, District Cooling St. Paul Inc. ("District Cooling") is

requesting an easement to run two (4 inch) pipes through the Robert Street Parking

Ramp to service the neighboring building ("Easement"); and

WHEREAS, it benefits the City and is of the utmost importance that District Cooling

minimize costs in generating and supplying energy to the customers which enhances

development of the Downtown District 17 area; and

WHEREAS, by granting this Easement, a new customer can be connected which will

help keep rates low and stable for all customers on the system including public buildings

owned by the City, Ramsey County and State of Minnesota; and

WHEREAS, if the Easement is not granted, services would likely not be extended to this

customer because of infrastructure and routing costs; and

WHEREAS, the pipes would enter the Robert Street Parking Ramp on the main level

floor and run along the second structural beam to the west side of the building; and

WHEREAS, District Cooling would like to commence work in March, 2012; and

WHEREAS, District Cooling has agreed to pay $2,500.00 to HRA for the...
