Title
Changing the 2013 Saint Paul Public Library Special Funds budget to allow expenditures for library material/fine collection services.
Body
WHEREAS, the Saint Paul Public Library Agency (SPPLA) has committed to responsible stewardship of public resources including recovery of overdue library materials, fines and fees; and
WHEREAS, Unique Management Services-Library Division (UMS) provides custom designed collection services to recover overdue materials, fines and fees without credit reporting library customers; and
WHEREAS, UMS works seamlessly with Innovative Interfaces, INC, SPPLA's online circulation system; and
WHEREAS, a 90 day trial with UMS has proven successful in terms of recovering materials, and recouping fines and fees, and SPPLA wishes to extend the contract with UMS; and
WHEREAS, SPPLA has identified fund 350 (Fines and Fees) as an appropriate funding source for this service; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $40,275 in excess of those estimated in the 2013 budget; now, therefore, be it
RESOLVED,  by the Library Board of the City of Saint Paul, upon recommendation of the Mayor, that $40,275 is available for appropriation in the 2013 budget, and said 2013 budget, as heretofore adopted by the Library Board, is hereby further amended as outlined in the attached financial analysis.
