Purpose of Appeal: No one is currently living in the house because of condemned sign at the front and back entry. There is a registered vacant building sign. I am holding to resume the electricity because tenant [has stuff] still in the house and there is a squatter who is trying to live in the house if the condemned sign is removed after electricity is restored.

WHEREAS, in the matter of the Appeal of Eng Tat Ng to a Registered Vacant Building placard plus Notice of Condemnation-Unfit for Human Habitation-Order to Vacate at 1032 MAGNOLIA AVENUE EAST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal and waive the vacant building fee for 90 days to February 25, 2026 and make property a Category 1 Vacant Building to get Fire Certificate of Occupancy reinstated and allow permits to be pulled. Once waiver period expires and if not reinstated, property will become a Category 2 Vacant Building and require a code compliance inspection; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
