2.                     Resolution Authorizing Entering into a Development Agreement, Obligate NSP Funds and Approve the Conveyance and Sale of Land to Twin Cities Habitat for Humanity, Inc. for Properties Located within ISP/NSP Neighborhoods Identified As:

736 Rose Avenue East, Payne-Phalen District 5

585 Cook Avenue East, Payne-Phalen District 5

803 Lawson Avenue East, Payne-Phalen District 5

 

Ms. Bedor noted that Habitat for Humanity continues to be a key partner in meeting the NSP affordable housing goals.  She noted that Habitat is proposing to build a new single family home on the two vacant lots (585 Cook Avenue East and 803 Lawson Avenue East), and rehab the existing structure at 736 Rose Avenue East.  The lots and house are proposed to be conveyed to Habitat for $1.00 each, and that Habitat will use $150,000 in NSP funds for the new construction of two single family homes and rehabilitation of one single family home. 

 

 

Chair Thune announced the public hearing. There being no testimony Commissioner Lantry moved to close the public hearing and approve the resolution. Approved as set forth in resolution RES PH 12-137.

DISCUSSION

 

3.                     Resolution Authorizing Approval of $420,000 Loan to BB Housing Associates, LLC to Redevelop 242-244 Maria Avenue Under Invest Saint Paul Initiative Located in Lower Dayton’s Bluff Historic District, Ward 7, District 4

 

Ms. Bedor reported that the HRA-approved ISP work plan included an 8-10 block area surrounding the Dayton’s Bluff Achievement Plus Elementary School as a focus area for new investment.  BB Housing Associates, LLC has secured a purchase agreement on 242-244 Maria Avenue (vacant building), a priority property for the neighborhood.  Ms. Bedor noted that the existing owner was unwilling to negotiate an extended period of time for closing, thus we are seeking a variance to the early notification system requirements.  In addition, the development of this distressed property will need extensive financing assistance to convert it from a four-plex to a legal duplex, and meet the historic rehab requirements; as a result, staff is seeking $420,000 in ISP funds for the project.  $330,000 of these funds will be swapped out with CDBG funds, once those funds are received after June 1, 2012.  Ms. Bedor reported that the purpose for doing so was to ensure use of the HRA’s most restrictive dollars first.
