Stated Reason for Appeal (if given): I am willing to pay the actual, bill, but not any late fees, special fees, etc. The claim that bills were mailed to us means nothing if we never got them. I am assuming they were forwarded in the mail to the former property owner. I couldn't do anything online as we had no account number. When I contacted Republic in January, they informed me the prior bill had been paid and that it had been sent in the name of the former owner. So, I paid the January bill. We bought the property in May, had garbage in our name at this house before the city took over. I'm not sure why the city did not have the correct name for the property owner or why it wasn't just sent to the household instead of particular name. This is the fault of the city, not me.
Staff Comments: Garbage haulers mailed out the original garbage invoice at the end of September 2018. Haulers sent out three additional notices of non-payment to the property owner. All original bills and notices of non-payment were mailed to the primary tax address as listed in Ramsey County property tax records. There may oftentimes be a delay in Ramsey County's property tax records updating to the current property owner; property owners are encouraged to contact their hauler directly to ensure that the garbage bill is being mailed to the correct address. Although the property owner received incorrect information from Republic Services, the property owner did occupy the property and utilize garbage services during Quarter 4 2018, so the property owner is responsible to pay the delinquent charge.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2018. (File No. CG1901E1, Assessment No. 190067) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $80.89 to $70.34.
