Approving the use of grant funds through the Ward 6 Neighborhood STAR Year-Round Program for projects located at Sir Boxing Club and Vang Property.
Body
WHEREAS, on March 17, 2023, the Neighborhood STAR Board reviewed proposals for STAR grant financing through the Ward 6 Neighborhood STAR Year-Round Program to install signage located on Arcade Street and costs associated with interior and exterior capital improvements to 913 Payne Avenue; and
WHEREAS, a dollar for dollar match was not pledged for the Vang Property, 913 Payne Avenue project; and
WHEREAS, the Neighborhood STAR Board rated the two grant requests on a scale from 1 (low) to 5 (high) with the Sir Boxing proposal scoring a 5.0 and Vang Property receiving a 4.8 final score; and
WHEREAS, due to the community significance of both proposals, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required application fee and $1 for $1 private match; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $15,000 for the installation of the Sir Boxing Club sign, and $15,000 for costs associated with capital improvements to 913 Payne Avenue through the Ward 6 Neighborhood STAR Year-Round Program; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it further
RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
