Authorizing the Police Department to enter into an agreement with Ramsey County to provide services with funding from a 2022 American Rescue Plan Act Innovation in Community Safety (ARPIC) Grant from the Minnesota Department of Public Safety.

Whereas, the City of Saint Paul, Police Department (SPPD) has been awarded a 2022 American Rescue Plan Act Innovation in Community Safety Program (ARPIC) grant by the State of Minnesota, Department of Public Services, Office of Justice Programs, for a term of June 1, 2022 through April 30, 2023; and

WHEREAS, this grant (accepted in RES PH 22-298) is for SPPD’s Community Outreach and Stabilization (COAST) Unit, which pairs specially trained SPPD officers with clinical specialists, to provide alternatives for people with chemical dependency and mental health issues; and

WHEREAS, the City of Saint Paul Police Department requests authorization to enter into the attached Joint Powers Agreement with Ramsey County, for $97,200, to implement the requirements of the grant; and

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, the City of Saint Paul is authorized to enter into, and Chief Axel Henry to implement, the attached agreement with Ramsey County.
