Title

Authorizing the Department of Safety and Inspections (DSI) to accept a grant in the amount of $278,565 from the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), for the 2021 Building Resilient Infrastructure and Communities (BRIC) Grant Program.

Body

WHEREAS, the City of Saint Paul, DSI, has been awarded the 2021 BRIC Grant Program from the U.S. Department of Homeland Security, through FEMA, in the amount of $278,565 which will be matched with $92,855 in City American Rescue Plan Act Funds; and

 

WHEREAS, this grant provides funds to undertake hazard mitigation projects, reducing the risks communities face from disasters and natural hazards; and

 

WHEREAS, this investment ensures equity and broadens capacity by allowing staff to conduct virtual building inspections, reducing “drive time” interruptions, reducing potential risk and hazards to staff, increasing access to property/business owners as inspections can be conducted at more convenient times, resulting in a safer built environment for our residents, visitors, and first responders which is the best alternative for everyone; and

 

WHEREAS, DSI was awarded $278,565 for the grant term through August 24, 2025; and

 

WHEREAS, a 2022 financing and spending plan needs to be amended and activity budget added for these funds; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are funds available for appropriation $278,565 in excess of those estimated in the 2022 budget.

 

THEREFORE, BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that $278,565 is available for appropriation in DSI Grant Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
