Authorizing the Department of Public Works to apply for and receive funding from the 2023 Bloomberg Initiative for Cycling Infrastructure grant.

WHEREAS, Bloomberg Philanthropies is soliciting applications for the Bloomberg Initiative for Cycling Infrastructure grant for the purposes of creating and connecting high quality city cycling infrastructure around the world; and
WHEREAS, the Department of Public Works has identified a bicycling infrastructure project and bikeway maintenance needs that meet the objectives of the grant program; and
WHEREAS, the proposed project includes a request for funding to construct a separated bikeway along Pelham Boulevard and Raymond Avenue between Wabash Avenue and University Avenue as well as funding for new snow clearance equipment and associated staffing; and
WHEREAS, this bikeway connection is identified in the Saint Paul Grand Round Design and Implementation Plan and the Saint Paul Bicycle Plan; and
WHEREAS, the Department of Public Works would benefit from additional bikeway winter maintenance equipment and resources; and
WHEREAS, the grant program does not require a local funding match; and
WHEREAS, the City commits to ensuring that all bikeways included in this grant application will be fully open for use and cleared of snow throughout the winter, either by City staff or by adjacent property owners per existing City ordinances; now, therefore be it
RESOLVED, that the Council of the City of Saint Paul authorizes the Department of Public Works to apply for and receive funding from the 2023 Bloomberg Initiative for Cycling Infrastructure grant.
