WHEREAS, on June 22, 2022, the Saint Paul City Council adopted Council File RLH RR 21-70, which ordered the removal of 1722 Reaney Avenue within 30 days; and

WHEREAS, following the Council decision on the matter a request was made by Tracey Halliday, LOGS Legal Group LLP, on behalf of Reverse Mortgage Funding, LLC and consider granting a stay of enforcement; and

WHEREAS, under File No. RLH RR 22-60, the matter back was referred to the Legislative Hearing Officer for reviewing on November 9, 2022 in order to develop a recommendation on whether the Council should grant its stay of enforcement of RLH RR 21-70;

WHEREAS, on November 9, 2022 under File SR 22-197, the Legislative Hearing Officer's recommendation to the City Council was forthcoming pending this review to grant a stay in order for Holly Anrst, Inspire Renovation, noting the conditions to be met were to develop and submit 1) final purchase agreement indicating title won't transfer until the rehabilitation is completed; 2) an affidavit indicating the finances will be dedicated to complete the project; 3) evidence of financial plan to execute the repairs; 4) post a $5,000 performance deposit and 5) an updated work plan, including schedule and bids for the repairs;

WHEREAS, the conditions were submitted and approved on December 21, 2022 and the Legislative Hearing Officer recommends granting 180-days for the rehabilitation; Now, Therefore, Be It,

RESOLVED, that the Saint Paul City Council hereby stays the stay of enforcement of RLH RR 21-70; and be it further

RESOLVED, that at the conclusion of the 180-day grant of time, the Council will receive a report from the Legislative Hearing Officer with findings on the status of the nuisance abatement; And Be It Further
