Approving the Use of Grant Funds through the Ward 1 and City Wide Neighborhood STAR Year-Round Program for the Projects located at the Saint Paul Intervention Project, Walker West Music Academy, and Pioneer Lodge #1.

WHEREAS, on November 18, 2022, the Neighborhood STAR Board reviewed proposals for STAR grant financing through the Neighborhood STAR Year-Round Program for costs associated
with an elevator for the Saint Paul Intervention Project, a recording studio for Walker West Music Academy’s future home and the addition of a fence at 334 Milton; and

WHEREAS, a dollar for dollar match was not pledged for the Pioneer Lodge, 334 Milton project; and

WHEREAS, the Neighborhood STAR Board rated these proposals on a scale from 1 (low) to 5 (high) with the following results; and

Rating Project Grant
5.0 Saint Paul Intervention Project $ 6,000
4.3 Pioneer Lodge #1 DBA Club Milton $ 3,400
4.2 Walker West Music Academy $ 26,000

WHEREAS, due to the community significance of the Pioneer Lodge fence project, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match with private resources; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $6,000 for the Saint Paul Intervention Project’s Elevator, $26,000 for Walker West Music Academy, and $3,400 for a fence at 334 Milton through the Ward 1 and City Wide Neighborhood STAR Year-Round Program; now be it

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
