Approving grand funds through the Ward 6 Neighborhood Star Year-Round Program for Care4all Lab Services and the East Side Neighborhood Development Company (ESNDC).
Body
WHEREAS, on November 18, 2022, the Neighborhood STAR Board reviewed proposals for STAR grant financing through the Ward 6 Neighborhood STAR Year-Round Program for costs associated with a new staff training and break room at Care4All Lab Services and the continuation of ESNDC’s Friendly Storefronts sub-grant program; and
WHEREAS, a private match was not pledged for these proposals; and
WHEREAS, the Neighborhood STAR Board rated the two grant requests on a scale from 1 (low) to 5 (high) with the ESNDC proposal scoring a 4.9 and Care4 All Lab Services receiving a 4.4 final score; and
WHEREAS, due to the community significance of both proposals, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required application fee and $1 for $1 private match; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $60,000 for ESNDC’s Friendly Storefronts Grant Program and $15,000 for a new staff training and break room through the Ward 6 Neighborhood STAR Year-Round Program; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
