Title

Amending the financing and spending plan in the Department of Parks and Recreation in the amount of $500,000 to reflect MN Department of Employment and Economic Development funding for the construction of Phase II of the Saint Paul - Changsha China Friendship Garden.

 

Body

 

WHEREAS, the City of Saint Paul (“City”) operates Phalen Regional Park as a unit of the regional park system; and

 

WHEREAS, the Metropolitan Council-approved master plan for Phalen Regional Park includes the development of a Chinese Garden at the park; and

 

WHEREAS, the State of Minnesota appropriated $500,000 to the Department of Employment and Economic Development (“DEED”) for a grant to the City for construction of Phase II of the Chinese Garden in Minnesota Laws 2020, Fifth Special Session, Chapter 3, Article 1, Section 21, Subdivision 43; and

 

WHEREAS, the Department of Parks and Recreation wishes to accept the funds and amend the financing and spending plan for $500,000 for said project; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $500,000 in excess of those estimated in the 2022 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $500,000 is available for appropriation in the 2022 Capital Improvement Budget, and said 2022 budget, as heretofore adopted by the Council, is hereby further amended as indicated on the attached financial analysis.
