WHEREAS, the City of Saint Paul (City) and Metropolitan Council of Environmental Services (MCES ) executed the original grant agreement for the I&I Demonstration Grant Project in 2019 (Exhibits B and C); and RES 18-51 and RES PH 19-61; and

WHEREAS, MCES and the City both desire to amend the original agreement (see Exhibit A), to be in position to re-bid a sewer service lateral lining project, a key part of the original I&I Demonstration Grant Project scope of work; and

WHEREAS, the City and MCES desire to extend the completion date of the I&I Demonstration Grant Project to December 31, 2024; and

WHEREAS, MCES has increased its grant amount for the I&I Demonstration Grant Project from $500,000 to $800,000, to be in position to re-bid a sewer service lateral lining project, a key part of the original I&I Demo Project Grant scope of work; and

“WHEREAS, CITY COUNCIL previously authorized PUBLIC WORKS to match the original $500,000 MCES grant using Sewer Utility Funds, thereby creating a $1,000,000 budget for the I&I Demonstration Grant Project; and

“WHEREAS, CITY COUNCIL authorizes PUBLIC WORKS to match the additional $300,000 MCES grant using 2022 Sewer Utility Funds, thereby increasing total the budget for the I&I Demonstration Grant Project from $1,000,000 to $1,600,000; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $600,000 in excess of those estimated in the I&I Demonstration Grant Project MCES Contract 18M123 budget; now, therefore, be it
