Accepting the gift of travel and lodging expenses from the Heartland Alliance and Mott Foundation for Muneer Karcher-Ramos and Ikram Koliso to attend the Midwest College Savings Account Consortium convening in Detroit, Michigan from August 24-25, 2022.

Body

WHEREAS, Muneer Karcher-Ramos, Director of the Office of Financial Empowerment, and Ikram Koliso, College Savings Account Program Manager, have been invited by the Heartland Alliance and Mott Foundation to attend the Midwest CSA Consortium convening to participate in meetings to learn from other College Savings Account ("CSA") program administrators held in in Detroit, Michigan from August 24-25, 2022; and

WHEREAS, the City of Saint Paul is formally part of the Midwest College Savings Account Consortium; and

WHEREAS, Collegebound Saint Paul is the City’s CSA program; and

WHEREAS, attending the Midwest CSA Consortium will be an opportunity for the City of Saint Paul to hear from national leaders on CSAs and asset building, as well as hearing and learning best practices from other CSAs programs that are in their design, implementation, launch, and operation phases; and

WHEREAS, the convening will be attended by administrators and partners that have expertise and experience in key policy elements for successful programs, research implications, and best practices in providing guidance on how to implement CSAs in Saint Paul; and

WHEREAS, the convening will build knowledge of different incentive models and features that help CSA programs build financial equity; support long-term program goals, growth, and sustainability; and are also administratively feasible; and

WHEREAS, the Office of Financial Empowerment (OFE) team has been invited to present on CollegeBound Saint Paul and share lessons learned in the City of Saint Paul toward the aforementioned convening goals; and

WHEREAS, the Heartland Alliance and Mott Foundation have offered to cover all expenses related to transportation, hotel ...
