Authorizing the Department of Planning and Economic Development to execute grant agreements with the Minnesota Department of Employment and Economic Development, which includes an indemnification clause, acceptance of grant funds, and amendment of related City budgets.

Body

Authorizing the Department of Planning and Economic Development to execute grant agreements with the State of Minnesota Department of Employment and Economic Development, which include an indemnification clause, acceptance of grant funds, and amendment of related City budgets.

WHEREAS, the Department of Planning and Economic Development applied for and has received grant funding from the Department of Employment and Economic Development Contamination Clean Up grant program as reflected in RES 22-555; and

WHEREAS, the Department of Employment and Economic Development awarded 540 Broadway Street a grant of $280,234 for contamination clean up; and

WHEREAS, the grant agreements necessary for the receipt of the Grant require the City to defend and indemnify the Department of Employment and Economic Development as a condition of receiving the grant; and

WHEREAS, the City Council finds that there is a public purpose in acceptance of the grant funds; and

WHEREAS, the financing and spending plans have not been established for the grant received; and

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available appropriation, funds of $280,234 in excess of those estimated in the 2022 budget; now, therefore, be it

RESOLVED, that the Council of the City of Saint Paul hereby authorizes the proper City officials to execute necessary agreements with the Department of Employment and Economic Development, which include an indemnification clause, to accept and implement the grant funds, and to amend the City’s budget as specified in the attached financial analysis.
