Appointing Jimmy Loyd as the Economic Development Director in the Department of Planning and Economic Development.

WHEREAS, there is a vacancy for an Economic Development Director in the Department of Planning and Economic Development, and the City requires the vacancy to be filled; and
WHEREAS, Mr. Jimmy Loyd has applied for the position of Economic Development Director and has over 8 years of experience in the areas of community development, real estate development, and economic development; and
WHEREAS, Mr. Loyd most recently served as the Senior Director of Community Development with Pillsbury United/Justice Built Communities; focusing on the cultivation of partnerships with other Community Development Corporations, neighborhood associations, and business district councils to co-create land-based solutions to the challenges facing historically underinvested communities; and
WHEREAS, Mr. Loyd has also served the Twin Cities community in other community and economic development positions throughout his career, including roles with Hennepin County, the City of Brooklyn Center, the City of Minneapolis, and the YMCA-Greater Twin Cities; and
WHEREAS, Mr. Loyd has received a Bachelor’s Degree in Entrepreneurship from Devry University, a Master’s Degree in Business Administration and a Master’s Degree in Project Management from the Keller Graduate School of Management; and
WHEREAS, Mr. Loyd demonstrates a depth of experience in both real estate development and business development, paired with a deep commitment to racial equity; and
WHEREAS, pursuant to the Saint Paul City Administrative Code, Section 10.03, the Economic Development Director shall be appointed by the Mayor with the consent of the Council; now, therefore, be it
RESOLVED, that the City Council approves the appointment of Jimmy Loyd as the Economic Development Director in the Department of Planning and Economic Development.
