WHEREAS, the City of Saint Paul previously participated in a National League of Cities’ Supporting a Strong Prenatal to Age 3 cohort as an NLC PN-3 Adjunct Team (RES 19-592); and

WHEREAS, the National League of Cities invited the City of Saint Paul through the Office of Financial Empowerment to be an Anchor City in the National League of Cities’ Cities and States Reimagining an Equitable System Beginning with Infants and Toddlers initiative; and

WHEREAS, Muneer Karcher-Ramos, Office of Financial Empowerment Director, Ikram Koliso, College Savings Account Manager, and Kasey Wiedrich have been invited by the National League of Cities to a convening to participate in meetings to present and learn from other cities who have invested in prenatal to age 3 strategies, taking place in Phoenix, Arizona, June 16-17, 2022; and

WHEREAS, this convening will be an opportunity for the City of Saint Paul to hear from national leaders on deepening understanding of how federal funding flows from the national and state level into cities, strategizing how leaders can come together and frame the important role that the early childhood education plays in a city’s economic success, and identifying financial levers available to support early childhood development in cities; and

WHEREAS, the National League of Cities offered to cover all expenses related to travel, lodging, and food expenses for Director Karcher-Ramos, Ikram Koliso, and Kasey Wiedrich; and

WHEREAS, the Saint Paul City Council finds that attendance at the National League of Cities’ Cities Are Rising Again: Local Governments Supporting Early Childhood convening will
be beneficial to the City in enhancing policy elements for early childhood success in the City...
