Approving the use of grant funds through the Ward 2 Neighborhood STAR Year-Round program for The Buttered Tin and the Saint Paul Parks Conservancy.

WHEREAS, on May 20, 2022, the Neighborhood STAR Board reviewed two proposals for STAR grant financing through the Neighborhood STAR Year-Round Program for costs associated with the refurbishment of the Buttered Tin located at 237 E. 7th Street and to purchase and plant 24 trees in Saint Clair Park; and
WHEREAS, no matching funds were pledged for either proposal; and
WHEREAS, the Neighborhood STAR Board rated The Buttered Tin project a 4.0 on a scale from 1 (low) to 5 (high); and
WHEREAS, the Neighborhood STAR Board rated St. Paul Parks Conservancy proposal for new trees in St Clair Park a 1.2 on a scale from 1 (low) to 5 (high; and
WHEREAS, due to the community significance of both projects, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match with private resources; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $5,000 to refurbish The Buttered Tin and up to $10,952 to purchase and plant 24 new trees in St. Clair Park through the Ward 2 Neighborhood STAR Year-Round Program; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
