Title

Approving a Special Law enacted by the Minnesota State Legislature during the 2022 Session allowing the City of Saint Paul to issue a temporary on-sale malt liquor license to the Thai Cultural Council of Minnesota which would authorize the sale of malt liquor on the grounds of  the State Capitol for both days of the Minnesota Songkran Festival. 

Body

WHEREAS, during the 2022 Session of the Minnesota Legislature, the State of Minnesota enacted 2022, Laws of Minnesota, 92nd Session, Chapter 86, Article 2, Section 3, which allows the City of Saint Paul to issue a temporary on-sale malt liquor license to the Thai Cultural Council of Minnesota which authorizes the sale of malt liquor on the grounds of  the State Capitol for both days of the Minnesota Songkran Festival; and

WHEREAS, the special law also stated that “all provisions of Minnesota Statutes, section 340A.404, subdivision 10, not inconsistent with this section, apply to the license authorized by this section”; and

WHEREAS, the Special Law requires the City of Saint Paul to comply in a timely manner with Minnesota Statutes Section 645.021, which requires approval by resolution of a majority vote of all members of the governing body or unit; now, therefore, be it

RESOLVED, by the Council of the City of Saint Paul, the Special Law pursuant to the provisions contained herein, is in all things adopted and approved; and be it

FINALLY RESOLVED, that the City Clerk, as the chief clerical officer of the City of Saint Paul, is directed to prepare and file with the Secretary of State, in a form prescribed by the Attorney General, a certificate stating the essential facts necessary to the adoption and approval of this law in compliance with Minnesota Statutes Section 645.021, Subdivision 3.
