WHEREAS, Chapter 10 of the Saint Paul City Charter recognizes the City Council’s authority over the budget and spending of the City of Saint Paul; and

WHEREAS, Chapter 86 of the Saint Paul Administrative Code requires all contracts be authorized by the Saint Paul City Council; and

WHEREAS, Section 86.12 of the Saint Paul Administrative Code requires City Council approval prior to submission of grant applications; and

WHEREAS, on May 17, 2022, the Minnesota Department of Public Safety released two Requests for Proposals: the 2022 State Innovation in Community Safety Grants, and the 2022 American Rescue Plan Act (ARPA) Innovation in Community Safety Grants; and

WHEREAS, the applications submitted will be for the Police Department’s Community Outreach and Stabilization (COAST) Unit, which pairs SPPD officers with specialists in chemical dependency and mental health, providing a broader range of options for law enforcement as they encounter people struggling with these challenges; and

WHEREAS neither potential grant has a requirement that the city provide matching funds;

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the Police Department may submit applications for funds under both of the Requests for Proposals currently available from the Minnesota Department of Public Safety: the 2022 State Innovation in Community Safety Grants, and the 2022 American Rescue Plan Act (ARPA) Innovation in Community Safety Grants.
