Body

WHEREAS, the City of Saint Paul Department of Public Works is planning removal and reconstruction of the Eastbound Kellogg RiverCentre bridge and road approaches between West 7th Street and Market Street, and infrastructure located under the bridge including the Exchange Street viaduct from Eagle Street to Washington Street and Loading Dock exit road; and

WHEREAS, the Council of the City of Saint Paul approved the Department of Public Works Five Year Capital Plan 2022-2026 (RESPH 21-324) on December 8, 2021; and

WHEREAS, the proposed project is identified in the Department of Public Works Five Year Capital Plan 2022-2026; and

WHEREAS, the elements proposed for implementation are referred to and listed in the attached Eastbound Kellogg Blvd RiverCentre Bridge Summary of Engineering Recommendations dated May 16, 2022; and

WHEREAS, notifications were sent to nearby property owners and virtual public meetings were held on May 1, 2021, and October 13, 2021, to collect input and solicit feedback on the project as proposed; and

WHEREAS, presentations were made to adjacent district councils to collect input and solicit feedback on the project as proposed; and

WHEREAS, the Transportation Committee of the Planning Commission reviewed the proposed project; and

WHEREAS, the Heritage Preservation Commission reviewed the proposed project and recommended proceeding with bridge demolition and construction; and

WHEREAS, the department intends to submit separately a declaration of right-of-way easement for City Council approval; now, therefore be it

RESOLVED, that the Council of the City of Saint Paul does hereby authorize Public Works ...
