Authorization to apply for, and if granted, accept funds from the U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA) for the Hidden Falls South Phase I project, and to establish a financing and spending plan in the Department of Parks and Recreation in the amount of $942,020 to reflect the receipt of said FEMA funds. 

 

Body

 

WHEREAS, the Department of Parks and Recreation applied for and expects to be awarded funding from the FEMA Grant program in the amount of $942,020 for the Hidden Falls South Phase I project; and

 

WHEREAS, this grant, if awarded, would provide funding to first remove and dispose of the current parking lot and then spread and contour silt, construct trails, parking area, and infiltration basin and revegetate at the Hidden Falls South project site; and

 

WHEREAS, no matching funds will be needed for this funding; and

 

WHEREAS, the Department of Parks and Recreation, if awarded, wishes to accept these FEMA funds and establish a financing and spending plan for said funds; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $942,020 in excess of those anticipated in the 2022 Capital Improvement budget as indicated in the attachment; now, therefore, be it

 

RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that $942,020 is available for appropriation, in the Department of Recreation’s fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
