WHEREAS, Civil Service Rule 7 deals with the establishment of eligible lists, which are the names of all applicants who pass an examination, and the method of hiring those applicants; and

WHEREAS, most eligible lists are for a period of one year, although the list for Library Aide is for six months, and other lists can be extended at the discretion of the Human Resources Director; and

WHEREAS, there has been a growing trend of candidates on a list finding other employment while the list is in existence, putting the City at a disadvantage in hiring in a competitive job market; and

WHEREAS, a shorter list time will allow the City the flexibility of offering new examinations for open positions but maintain the right to extend the list if needed; and

WHEREAS, the City Council finds that the change is needed to address the difficulty in hiring quickly and efficiently; now, therefore, be it

RESOLVED, that Civil Service Rule 7 will be amended as set forth below:

7 Eligible Lists

The names of all applicants who pass the examination shall be placed on an eligible list in the order of their examination scores, and shall remain on the list until they are hired or until the list expires. If any applicant’s scores are equal to the scores of anyone certified under Section 8.A. of these Rules, their names shall also be certified. In the case of an open continuous examination, all applicants who pass the examination can be certified in accordance with Section 8 of these Rules as if there was a new examination for such title each day. The names of those not immediately employed shall be placed on an eligible register in the order of their scores.

If any applicant is a Veteran, additional points shall be added to their score, in accordance with Minnesota State Law....
