Pertaining to a request to include water service connection material type at the time of the City of Saint Paul Truth-in-Sale of Housing Disclosure Report.

WHEREAS, the Board of Water Commissioners of the City of Saint Paul attempts to educate the public about where lead water service lines are in use in as many ways as practicable; and
WHEREAS, this outreach is primarily directed at current residents within the Board’s water service system area and the Board wishes to improve outreach to prospective buyers of properties served by the Board; and
WHEREAS, the United States Environmental Protection Agency has set the maximum contaminant level goal for lead in drinking water at zero because lead is a toxic metal that can be harmful to human health even at low exposure levels; and
WHEREAS, Section 189.05.(4)e of the City of Saint Paul Legislative Code states the Truth-in-Sale of Housing Disclosure Report shall include “Other notices or information maintained by the City that have been determined by the Truth-in-Sale of Housing examining board to be relevant to the safe occupancy and usage of the residential dwelling.”; and
WHEREAS, the Board of Water Commissioners believes that the disclosure of water service connection material at the time of filing the Truth-in-Sale of Housing Disclosure Report would be helpful to prospective buyers of residential properties as well as prudent and appropriate; now, therefore, be it
RESOLVED, that the Board of Water Commissioners of the City of Saint Paul hereby requests the City of Saint Paul Truth-in-Sale of Housing Board adopt any changes necessary to require the disclosure of water service connection material at the time of filing of the Truth-in-Sale of Housing Disclosure Report.
