Title

Authorizing the Department of Planning and Economic Development to execute grant agreements with the State of Minnesota Department of Employment and Economic Development, which include indemnification clauses, acceptance of grant funds, and amendment of related City budgets.

Body

WHEREAS, the Department of Planning and Economic Development applied for and has received grant funding from the Department of Employment and Economic Development Contamination Clean Up and Investigation grant program as reflected in RES 21-1482; and

WHEREAS, the Department of Employment and Economic Development awarded 176 South Robert Street a grant of $695,023 and City School (215 University Avenue W) a grant of $180,945 (the “Grants”); and

WHEREAS, the grant agreements necessary for the receipt of the Grants require the City to defend and indemnify the Department of Employment and Economic Development as a condition of receiving the Grants; and

WHEREAS, the City Council finds a public purpose in accepting and spending the Grant funds; and

WHEREAS, the financing and spending plans have not been established for the Grants received; and

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available appropriation, funds of $875,968 in excess of those estimated in the 2022 budget; now, therefore, be it

RESOLVED, that the Council of the City of Saint Paul hereby authorizes the proper City officials to execute necessary agreements with the Department of Employment and Economic Development, which include indemnification clauses, to accept and implement the grant funds, and to amend the City’s budget as specified in the attached financial analysis.
