Title

Review Request for a potential stay of enforcement of demolition of Joe Steinmaus for Steve and Richard Schoneck, for property at 288 AVON STREET NORTH. 

 

Body

WHEREAS, on December 8, 2021, the Saint Paul City Council adopted Council File RLH RR 21-66, which ordered the removal of 288 Avon Street North within 15 days; and

 

WHEREAS, following the Council decision on the matter, a request was made by Joe Steinmaus on behalf of Steve and Richard Schoneck, to review this case again and consider granting a stay of enforcement; and

 

WHEREAS, the Legislative Hearing Officer will be reviewing the matter in Legislative Hearing on January 11, 2022 in order to develop a recommendation on whether the Council should grant its stay of enforcement of RLH RR 21-66;

 

WHEREAS, the Legislative Hearing Officer's recommendation to the City Council is forthcoming pending this review to grant a stay in order for Joe Steinmaus, Steve and Richard Schoneck to 1) apply for a code compliance inspection; 2) post a $5,000 performance deposit; 3) provide a written contract agreement for the rehabilitation, noting that title cannot be transfer until rehabilitation is completed; 4) submit evidence of financing sufficient to complete the project; 5) submit an affidavit indicating the finances will be dedicated for this project 6) submit a work plan, sworn construction statement or scope of work, including subcontractor bids; and 7) the property must be maintained; Now, Therefore, Be It,

 

RESOLVED, that the Saint Paul City Council hereby stays enforcement of RLH RR 21-66; and be it further

 

RESOLVED, that the City Council refers this matter to Legislative Hearing on January 11, 2022.
