WHEREAS, White Dragon Catering Inc. d/b/a White Dragon Hall LLC (License ID #20210000632) applied for a Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday, and Entertainment (B) license for the premises located at 1600 White Bear Avenue North Unit C in Saint Paul; and
WHEREAS, the licensee submitted a “good faith” letter outlining his attempt to attain signatures required by the City of Saint Paul from residential property owners; and
WHEREAS, records indicate the licensee had obtained seven (7) out of twenty-six (26) possible petition signatures for twenty-seven percent (27%) in support of a Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday, and Entertainment (B) license; and
WHEREAS, licensee was unable to obtain the 90% consent; and
WHEREAS, The Department of Safety and Inspections received a letter from Greater East Side Community Council on August 23, 2021 in support of the Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday, and Entertainment (B) Licenses; and
WHEREAS, in response to the July 29, 2021 notification from the Department of Safety and Inspections regarding the license application, the City received no objections to approve the Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday, and Entertainment (B) licenses; and
WHEREAS, the Council finds that the application is in order, the conditions recommended are reasonable and there are no grounds to deny approval of the Liquor On Sale - 291 or more seats, Liquor On Sale - Sunday, and Entertainment (B) license; now, therefore, be it,
