Pursuing a Joint Shared Mobility RFP with the City of Minneapolis.

 

Body

WHEREAS, St. Paul and Minneapolis, pursuant to the provisions of Minnesota Statutes §471.59, are authorized to enter into an agreement to exercise jointly the governmental powers and function each has individually; and

 

WHEREAS, St. Paul and Minneapolis are governmental units as defined under Minn. Stat. §471.59; and

 

WHEREAS, in the performance of their essential governmental functions, Minneapolis and St. Paul each contract for certain transit services within their respective boundaries, including scooter sharing (St. Paul and Minneapolis) and bike sharing (Minneapolis); and

 

WHEREAS, the Parties desire to locate a vendor capable of providing scooter, bike and other shared mobility services across and between the Cities in a coordinated manner; and

 

WHEREAS, both St. Paul and Minneapolis are willing to enter into a Memorandum of Understanding (“MOU”) whereby Minneapolis will convene and conduct a Request for Proposals (“RFP”), and, depending on whether vendors submit prequalifying information that indicates they are capable of providing shared mobility services across and between the Cities, Saint Paul may score the proposals; and

 

WHEREAS, pursuant to the MOU, Saint Paul and Minneapolis maintain sole responsibility for awarding individual license(s) and/or contract(s) to vendors; and

 

WHEREAS, the MOU will expire one year from execution; now, therefore, be it

 

RESOLVED, that the City Council of the City of Saint Paul hereby authorizes the appropriate government officials to execute the MOU and participate in an RFP for shared mobility services with the City of Minneapolis.
