Approving the use of grant funds through the Ward 5 Neighborhood Star Year-Round Program for Nancy Lor.

WHEREAS, on September 15, 2023, the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 5 Neighborhood STAR Year-Round Program from Nancy Lor to replace glass windows and a door at Nancy’s Beauty Salon; and
WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Nancy Lor’s proposal to replace glass windows and a door at Nancy’s Beauty Salon receiving a final score of 4.8; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $16,500 for Nancy Lor’s proposal to replace glass windows and a door at Nancy’s Beauty Salon; now be it
RESOLVED by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR award described above is hereby approved; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office.
