Title

Authorizing the City to enter into a Joint Powers Agreement, on behalf of the Police Department (SPPD), with the State of Minnesota, on behalf of the Bureau of Criminal Apprehension (BCA), to participate in the Genetic Genealogy Testing Program.

Body

WHEREAS, the City of Saint Paul, Police Department (SPPD) wishes to enter into a Joint Powers Agreement with the State of Minnesota, acting through its Commissioner of Public Safety on behalf of the Bureau of Criminal Apprehension (BCA); and

WHEREAS, the Parties wish to identify cases in which standard BCA Forensic Science Services ("BCA FSS") laboratory and testing procedures have been exhausted without producing viable investigatory leads, and

WHEREAS, the Parties enter into this Agreement to provide additional genetic genealogy testing for the Governmental Unit by a third-party laboratory, and

WHEREAS, upon execution, this agreement will become effective and expire five (5) years from the execution date, 2028 , now

THEREFORE BE IT RESOLVED, that council authorizes the City of Saint Paul to enter into and Assistant Chief Jack Serier to implement the Joint Powers Agreement with the State of Minnesota, on behalf of the BCA.
