Approving the use of grant funds through the Ward 1, 2, 6 and 7 Neighborhood Star Year-Round Program for the Minnesota China Friendship Garden Society.

WHEREAS, on June 16, 2023, the Neighborhood STAR Board reviewed one proposal for STAR grant financing through the Wards 1, 2, 6 and 7 Neighborhood STAR Year-Round Program from the Minnesota China Friendship Garden Society to engrave the Pandau Symbol on the Hmong Plaza in Liu Ming Yuan at Phalen Park; and
WHEREAS, the Neighborhood STAR Board rated the grant requests on a scale from 1 (low) to 5 (high) with Minnesota China Friendship Garden Society proposal to engrave the Pandau Symbol on the Hmong Plaza in Liu Ming Yuan at Phalen Park receiving a final score of 4.6; and
WHEREAS, due to the significance of Minnesota China Friendship Garden Society’s project to engrave the Pandau Symbol on the Hmong Plaze in Liu Ming Yuan at Phalen Park,
a waiver to the City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the application fee and $1 for $1 match with private resources; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $50,000 to Minnesota China Friendship Garden Society proposal to engrave the Pandau Symbol on the Hmong Plaza in Liu Ming Yuan at Phalen Park; now be it
RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
