Amending the financing and spending plans in the Planning and Economic Development Department and the Fire Department in the amount of $112,728 for the 2020 Assistance to Firefighters Grant match to purchase radios.
Body
WHEREAS, the Fire Department has received a grant of $1,240,000 from the Federal Emergency Management Agency's Assistance to Firefighters Grant program which has a federal share of $1,127,272.73 and a 10% matching fund contribution of $112,727.27 to purchase 248 radios for the Fire Department; and
WHEREAS, the City Council approved this grant application on RES 21-170 on February 24, 2021 and accepted the grant on RES 21-1432 on October 6, 2021; and
WHEREAS, federal law requires a 10% matching fund contribution of $112,727.27 will be paid from the City's budget; and
WHEREAS, sales tax collections for the year 2021 are projected to come in above the adopted budget; and
WHEREAS, above budget sales tax revenues can be used to cover the grant match for this capital expenditure; and
WHEREAS, the sales tax budget is housed within the Planning and Economic Development Department; and
WHEREAS, the financing and spending plans have not been established for the grant match; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $112,727.27 in excess of those anticipated in the 2021 budget as indicated in the attachment; and
WHEREAS, the Mayor, pursuant to Section 10.07.4 in of the Charter of the City of Saint Paul does certify that there are appropriations available to transfer between departments,
NOW, THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the city operating budget, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
