Title

Approving the appointments of John McCarthy, Matt Larson, Ellen Brown, Nou Fang and Eric Zidlicky as advisors to the Audit Committee and non-voting members for a term of three years.

 

Body

WHEREAS, per RES 20-1110, the Saint Paul City Council established the creation of a Saint Paul Audit Committee on August 12, 2020; and

 

WHEREAS, per RES 20-1272, Council President Amy Brendmoen appointed Councilmembers Noecker, Prince, Thao and Yang as acting members of the Audit Committee with Council President Amy Brendmoen serving as an ex officio member on September 23, 2020, and

 

WHEREAS, the Audit Committee’s mission is to evaluate the financial and program performance of City departments to build public trust and ensure outstanding service delivery, transparency and accountability, and

 

WHEREAS, the acting members will be guided by an Advisory Group made up of the City's Finance Director and Innovation Director, and three (3) Saint Paul residents with relevant experience and background who will serve a three-year term, and

 

WHEREAS, the Administration has approved John McCarthy, Finance Director, and Matt Larson, Innovation Director, to participate as staff advisors to the Audit Committee, and

 

WHEREAS, Ellen Brown, Nou Fang and Eric Zidlicky have applied for appointment to be community advisors to the Audit Committee; and

 

WHEREAS, the Audit Committee consents to appoint John McCarthy, Matt Larson, Ellen Brown, Nou Fang and Eric Zidlicky to a three-year term as advisors and non-voting members of the Audit Committee to commence on October 13, 2020 and a term ending on October 10, 2023; and

 

BE IT RESOLVED, that the Saint Paul Audit Committee does hereby makes these appointments for the purpose of providing assistance to identify issues of interest, build public consensus, and provide expertise that would improve the City’s efficiency and effectiveness in service delivery, transparency and accountability.
