Amending the 2019 PED Operations budget for a Reimbursement Agreement with Ryan Companies for the Ford Site Alternative Urban Areawide Review (AUAR).
Body
WHEREAS, the City of Saint Paul, has entered into an Environmental Review Cost Agreement with Ryan Companies, selected master developer for the Ford Site; and
WHEREAS, per this agreement, Ryan Companies will pay the City’s cost of conducting an Alternative Urban Areawide Review (AUAR) for the Ford Site; and
WHEREAS, the City of Saint Paul is the designated Responsible Governmental Unit for the AUAR; and
WHEREAS, the Department of Planning and Economic Development (PED) is leading the AUAR for the Ford Site; and
WHEREAS, this reimbursement agreement was not included with the 2019 PED Operations Fund budget; and
WHEREAS, the total estimated costs to complete the AUAR including consulting and staff costs are $270,962; and
WHEREAS, the Metropolitan Council has awarded the City of Saint Paul a grant of $100,000 through the Livable Communities Demonstration Account Pre-Development program to support completion of the AUAR, and the budget amended by City Council resolution RES PH 19-32; and
WHEREAS, therefore the City costs to conduct the AUAR to be paid by Ryan Companies subject to a reimbursement agreement are expected to be $170,962 beyond the $100,000 in costs to be covered by the Metropolitan Council grant; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $170,962 in excess of those estimated in the 2019 budget; and
WHEREAS, the Mayor recommends the additions as specified in the attached financial analysis be made to the 2019 budget; now, therefore, be it
RESOLVED, that the Saint Paul City Council approves the changes to the 2019 budget.
