Changing the boundary between District Council 6 and District Council 10 the South Como neighborhood and requesting a study to define a procedure for future boundary changes.
 
Body
WHEREAS, District Councils 6 and 10 (as defined by the City Council on August 5, 1975) have mutually agreed to a boundary change affecting the South Como neighborhood; and
 
WHEREAS, this agreement was reached after an analysis from the Department of Planning and Economic Development, after input was received from the community, and after extensive discussion between and within the Councils, but without the guidance of a clear, pre-established procedure for such a change; and
 
WHEREAS, the City of Saint Paul Department of Planning and Economic Development, in discussion with the District Councils, will recommend a procedure for consideration of boundary changes, should other communities or District Councils be interested in taking similar action in the future; and
 
WHEREAS, the City Council shall, by ordinance, establish a procedure by which boundary changes will be considered;
 
NOW, THEREFORE BE IT RESOLVED, that the boundary between Districts 6 and 10 shall be changed by deleting from District 6 and adding to District 10 the neighborhood known as South Como, the boundaries of which are defined by the western half of Dale Street on the east, Maryland Avenue and Lake Como on the north, Lexington Parkway on the west, and the Saint Paul spur of the BNSF railroad to the south; and
 
BE IT FURTHER RESOLVED, that a moratorium be placed on all other changes to Planning District boundaries until such time as the City Council has established a procedure for boundary changes; and
 
BE IT FINALLY RESOLVED, that this boundary change shall take effect January 1, 2014.
