Approving the second amendment to the "Revised and Restated Joint Powers Agreement Establishing a Watershed Management Organization for the Lower Mississippi River Watershed."

WHEREAS, in 1985 the City of Saint Paul entered into a joint powers agreement (JPA) with the Cities of South Saint Paul, Inver Grove Heights, West Saint Paul, Mendota Heights, Sunfish Lake and Lilydale establishing the Lower Mississippi River Watershed Management Organization; and
WHEREAS, a Revised and Restated JPA was entered into by the Cities in 2001, which expired on December 31, 2011; and
WHEREAS, an amendment to the Revised and Restated JPA was approved by the Cities in 2011, which extended the term thereof to January 1, 2013; and
WHEREAS, the City has been presented with a Second Amendment to the Revised and Restated JPA, which, among other things, extends the term thereof to January 1, 2023.
Now, therefore, be it RESOLVED, that the Council of the City of Saint Paul hereby approves the aforesaid Second Amendment to the Revised and Restated JPA and authorizes the proper City officials to execute, on behalf of the City of Saint Paul, the amended "Revised and Restated Joint Powers Agreement Establishing a Watershed Management Organization for the Lower Mississippi River Watershed."
