Approving the assignment of Lucy Angelis, Emergency Management Coordinator, to assist with hurricane relief with the Red Cross.
Body
WHEREAS, Hurricane Sandy devastated portions of the Mid-Atlantic and Northeastern United States in late October 2012; and
WHEREAS, the City received a request for assistance from the Red Cross asking for Emergency Management Coordinator Lucy Angelis' services to assist with hurricane relief, working as a Red Cross Case Management Worker; and
WHEREAS, Ms. Angelis is a City employee in the Department of Emergency Management and funding for her position is paid under a FEMA Preparedness Grant that allows for such disaster response activities; and
WHEREAS, Ms. Angelis is trained and has extensive experience in the Red Cross programs; and
WHEREAS, this experience will not only assist the Red Cross and the survivors of the storms but is consistent with her expected duties as a subject matter expert in sheltering mass care/human services; and
WHEREAS, the Red Cross has agreed to be responsible for any personal liability that Ms. Angelis may incur while acting under the direct control and supervision of the Red Cross and within the scope of her Red Cross duties but the Red Cross cannot provide workers compensation coverage which is similar to other mutual aid agreements in which the City has entered.
THEREFORE, Be It Resolved, the City approves the assignment of Lucy Angelis to hurricane relief and will pay her regular rate of pay for those regular hours during which she is absent from work to assist with hurricane relief for a period of time not to exceed 80 hours and/or 10 business days and that the City will also provide workers compensation coverage during this time period.
